Telecommunications and Information Resource Management (TIRM)

Information and Communication Technologies (ICT) systems and services are pervasively integrated in education, health care, commerce, government and many other fields. Increasingly administrators and professionals in business, government, education, and health care are required to have a deeper understanding of ICT in order to analyze, plan, develop, implement, use, and manage telecommunications, information resources and technologies.

The Telecommunications and Information Resource Management (TIRM) Graduate Certificate Program provides professionals with updated knowledge, skills and abilities for managing telecommunication networks, services, and other information resources.

The TIRM Program is offered in an accelerated format for working professional and students to gain skills and develop understanding in:

  • Information and Communication Technologies (ICT)
  • Information Resource Policy, Planning and Management; and
  • ICT Development and Services

The curriculum incorporates a comprehensive exploration of the breadth and depth of ICT and information resource policy, planning, technology systems, regulation, and management. The course activities and projects build on participants’ professional background, experiences and ICT related interests. Although the program is not designed to develop highly specialized technical skills, technical professionals benefit from the TIRM Program by expanding their understanding of broader policy, program, and management issues in the field.

TIRM Graduate Certificate Program
The Telecommunication and Information Resource Management (TIRM) Graduate Certificate Program is offered by the University of Hawai'i at Manoa (UHM) Graduate Division, the College of Social Sciences (CSS), UHM Outreach College, the School of Communications, and the Telecommunications and Information Policy Group (TIPG) of the Social Science Research Institute (SSRI).

Upon successful completion of the Program, each participant will receive a Graduate Certificate from the University of Hawai'i Graduate Division. Completion of this program does not guarantee acceptance into the University of Hawai'i Graduate Programs.

The ten-month program consists of five graduate courses.

Each course is mediated by a knowledgeable faculty member and augmented by visiting lecturers from many different fields and professions.

Up to twenty-five professionals will be accepted into the TIRM Graduate Certificate Program. This size provides an optimal balance between diversity of backgrounds and interests and opportunities for interpersonal and creative collaborations. Emphasis is on individual developmental experiences shared with other participants, networked learning, and participant relationships.

The TIRM Program is strenuous and demanding. However, the graduates of the program benefit from an expanded network of colleagues in the ICT industry and enhanced knowledge, skills, and abilities in the rapidly changing field.
