Hawaii Telehealth Collaborative Symposium
As stated in the last quarterly report, PEACESAT/TIPG was part of the planning committee and technical support for the development of the Hawaii Telehealth Collaborative Symposium. The main objective of this conference was to bring together telehealth stakeholders to initiate the development of a collaborative organization to further the advancement of telehealth in the State of Hawai’i. The mission of the collaborative is to encourage improvement of the overall coordination of various telehealth resources, services, and technologies to improve access to and delivery of healthcare in Hawai’i and the Pacific Islands. A second objective of this meeting was to establish the five highest priority actions for the next five years. The action plans will be incorporated into a strategic plan for the proposed collaborative. The symposium was partially funded by a grant from the HMSA Foundation to the University of Hawai’i Telehealth Research Institute. The PEACESAT and Hawaii State Telehealth Access Network (STAN) networks are some of the base telecommunication infrastructure that support telehealth applications in Hawaii and the Pacific Islands.

Pacific Broadband Telehealth Demonstration Project

FCC Awards $4.8 Million for a Pacific Broadband Telehealth Demonstration Project to Interconnect Health Care Providers in Hawaii and the Pacific Islands Region
The Federal Communications Commission (FCC) announced on November 19, 2007 a $4.8 million grant award for a Pacific Broadband Telehealth Demonstration Project. “The Pacific Broadband Telehealth Demonstration Project will significantly upgrade the State Telehealth Access Network (STAN) capabilities that allows health care providers to interconnect for telehealth and telemedicine applications, expand the interconnection of health care providers and facilities in Hawaii and several locations in the Pacific Island region, and establish a core infrastructure for electronic health record access and data exchange,” said Susan Jackson, the Deputy Director of the Department of Health, who directed the DOH effort in developing the proposal.

Asia Pacific Initiative

In 2002, during the World Summit on Sustainable Development in Johannesburg, the Asia Pacific Initiative (API) was launched because of the call for “…education and awareness-raising, capacity building and information for decision making and scientific capabilities” by world leaders. The API was developed and launched with the vision of the Leadership for Environment And Development (LEAD) Japan as a type II partnership agreement. The program was to encourage extensive cooperation between universities and research institutions in the Asia Pacific region by working together to develop online educational materials related to the human development and environmental sustainability. API began with a strong focus on research and development that is related to building online communication using next generation broadcasting of field based environmental research within the Asia Pacific region. In order to reach a broader and wider audience and also to have a stronger impact, the mixture of education, entertainment and news was used.

Hawaii Telehealth Collaborative Symposium

Key stakeholders were invited to participate in the “Hawai’i Telehealth Collaborative Symposium” on Thursday, November 15, 2007 at the Queen’s Conference Center in Honolulu, Hawai’i. The stakeholders were asked to develop a strategic plan for the future of telehealth in Hawai’i and brought together this group of participants that represented a broad range of interests in the field.

Office of Health Information Technology Grantee Meeting

Dr. Norman Okamura, Dr. Joseph Humphry and Mr. Kaina Lingaton attended the Office of Health Information Technology Grantee Meeting (http://blsmeetings.net/OHIT/) in Virginia (November 5-7, 2007) which hosted approximately 500 attendees from HRSA bureaus relating to health information technology.
The purpose of the grantee meeting was to provide technical assistance and promote models of collaboration among grantees on how to adopt and implement health information technology and also showcase innovative collaborations between HRSA's grantees; other Federal, state, and local partnerships; and public/private sector initiatives.

The 21st Pacific Science Congress [15-17 June 2007]
Dr. Norman H. Okamura, Co-Principal Investigator participated in this conference held in Okinawa, Japan from June 15-16, 2007. His participation was funded by the Science Council of Japan. Dr. Okamura chaired a session telehealth and gave a presentation on the Asia Pacific Initiative program. Ms. Christina Higa, Co-Principal Investigator submitted joint paper with Ms. Rieko Hayakawa, Sasakawa Pacific Islands Nation fund and Ms. Cathy Wasem, U.S. Department of Health and Human Services. The paper is entitled, “The Role of Telehealth in Pacific Island Human Resource for Health (HRH) Development: An Environmental Scan of Past Experiences and Potential Developments).
